In the Cosmos ecosystem, chains have full control over their operations without worrying about scalability. However, if they wish to participate in the Cosmos Governance ecosystem, they must acknowledge the Cosmos Hub as the de facto social capital of the ecosystem. This system allows chains to have a say in governance decisions without compromising their sovereignty, providing equal opportunities and responsibilities in a decentralized ecosystem.
