Marcia L. Fudge, the secretary of housing and urban development, announced her resignation on Monday after three years of leading the department through significant changes in the housing market due to the Covid-19 pandemic and shifts in the economy.

At 71 years old, Ms. Fudge, a former congresswoman from Ohio, cited a desire to spend more time with her 92-year-old mother as the reason for her departure. Despite her decision, President Biden praised her leadership, highlighting accomplishments such as lowering housing costs, increasing supply, and assisting first-time home buyers.

Ms. Fudge’s resignation comes as a surprise, as the White House had aimed to keep the cabinet intact until after the November election. Adrianne Todman, the deputy housing secretary, will take over as acting secretary once Ms. Fudge officially resigns on March 22.

During her tenure, Ms. Fudge focused on helping disadvantaged communities, particularly Black and Hispanic borrowers, by implementing policies to avoid foreclosure, ease access to federally backed mortgages, and reduce insurance premiums. President Biden credited her with revitalizing the department after what he described as neglect during the previous administration.

As housing costs continue to rise, President Biden unveiled a budget plan that includes a tax cut for qualified home buyers and funding to construct two million new housing units. He emphasized the importance of addressing the housing crisis and providing support to those experiencing homelessness.

Ms. Fudge’s departure marks a significant change in leadership at the Department of Housing and Urban Development, with her successor facing the challenge of continuing her efforts to make housing more affordable and accessible for all Americans.
